dc.descriptionPurpose: To analyze the state of personnel training and the human resource capacity of Ukraine’s rehabilitation service. Materials and Methods. The information base included analytical dashboards of the National Health Service of Ukraine (NHSU) for 2021–2024, statistical digests of the Ministry of Health of Ukraine, WHO Europe reports, as well as publications on human resource policy in physical and rehabilitation medicine and materials from leading analytical portals. The study also used the results of a sociological survey of 130 respondents (87 physicians and 43 heads of rehabilitation centers) conducted in 2025. The methods applied were questionnaire-based surveys, statistical analysis, and content analysis of respondents’ answers. Quantitative indicators (%, number of responses) and qualitative analysis of suggestions were used for data interpretation. Results. The survey revealed a shared understanding of the critical workforce shortage and the need to update the professional training system. Physicians predominantly emphasized low wages, excessive workload, and an insufficient number of young specialists. Managers highlighted inadequate funding, the absence of incentive programs, and the need to improve management mechanisms. Both groups identified continuous education, strengthening human-resource policy, and the development of multidisciplinary teams within hospital clusters as priority directions. The findings also confirmed a significant demand for the digitalization of service recording and monitoring, the standardization of protocols, and the enhancement of staff qualifications. These results made it possible to formulate scientifically grounded recommendations for optimizing human-resource policy and developing the rehabilitation service within hospital clusters. Conclusions. A survey of 130 respondents (87 physicians and 43 health facility managers) revealed a shared understanding of the critical workforce shortage and the need to update the professional training system. Physicians primarily emphasized low wages, excessive workload, and an insufficient number of young specialists. Managers highlighted inadequate funding, the absence of incentive programs, and the need to improve management mechanisms. Both groups identified the development of continuous education, strengthening of workforce policy, and the formation of multidisciplinary teams within hospital clusters as priority directions. The results also confirmed a substantial demand for digitalization of service accounting and monitoring, protocol standardization, and staff upskilling. These findings made it possible to develop scientifically grounded recommendations for optimizing workforce policy and advancing the rehabilitation service within hospital clusters.en-US
dc.descriptionМета: проаналізувати стан підготовки кадрового потенціалу реабілітаційної служби Україні. Матеріали і методи. Інформаційну базу становлять аналітичні дашборди НСЗУ (2021–2024 рр.), статистичні збірники МОЗ України, звіти WHO Europe, а також публікації з питань кадрової політики у ФРМ та матеріали провідних аналітичних порталів. Матеріалами дослідження також стали результати соціологічного опитування 130 респондентів (87 лікарів і 43 керівники реабілітаційних центрів) у 2025 році. Застосовано методи анкетування, статистичного аналізу та контент-аналізу відповідей респондентів. Для інтерпретації даних використано кількісні показники (%, кількість відповідей) та якісний аналіз пропозицій. Результати. Опитування виявило спільне усвідомлення критичності кадрового дефіциту та потреби в оновленні системи професійної підготовки. Лікарі переважно наголошують на низькій оплаті праці, надмірному навантаженні та недостатній кількості молодих фахівців. Керівники акцентують на нестачі фінансування, відсутності стимулювальних програм і потребі в удосконаленні управлінських механізмів. Обидві групи визначили пріоритетними напрями: розвиток безперервної освіти, підсилення кадрової політики та формування мультидисциплінарних команд у межах госпітальних кластерів. Результати також підтвердили значний запит на цифровізацію обліку та моніторингу послуг, стандартизацію протоколів і підвищення кваліфікації персоналу. Окреслені результати дали змогу сформувати науково обґрунтовані рекомендації щодо оптимізації кадрової політики та розвитку реабілітаційної служби в госпітальних кластерах. Висновки. Отримані результати свідчать про наявність спільних проблем у кадровому забезпеченні реабілітаційної сфери, як-от дефіцит кадрів, недостатній рівень фінансування, низька мотивація молодих фахівців. Формування кадрових резервів має базуватися на міждисциплінарному підході, залученні освітніх установ і створенні госпітальних кластерів реабілітаційної допомоги. Водночас обидві групи респондентів уважають пріоритетним розвиток безперервної освіти, цифровізацію процесів і державну підтримку.uk-UA
