dc.descriptionPurpose: to substantiate the strategic nature of the impact of the health care system on the development of human potential, taking into account the post-war recovery and preparation of Ukraine for accession to the European Union, and to determine integral indicators for assessing such development. Materials and Methods. The methodological basis of the study is a systemic approach, which involves a comprehensive study of the object in its relationships and dynamics. The methods of structural and logical analysis, bibliosemantic approach, abstraction and generalization were used in the analysis process. Results. The analysis showed that the current strategic regulatory legal acts of Ukraine contain a vector of movement towards the development of human potential in the face of numerous global and local challenges. The current strategies of national security, human development, demographic development and development of the health care system are designed to respond to existing challenges in the field of human capital development, taking into account integral and special indicators and contain specific directions, goals and measures to overcome them. Conclusion. The analysis of strategic and program documents at the state level confirmed the strategic nature of the impact of the health care system on the development of human potential. In accordance with their provisions, the current strategic documents need to be updated taking into account new challenges, new initiatives and global leadership. Given the global trends in human capital assessment, it is relevant to include relevant integral indicators, in particular the Human Development Index (HDI) and the Human Capital Index (HCI), in the system for assessing the effectiveness of the implementation of strategic and program documents in Ukraine. The inclusion of HDI allows us to assess the general level of well-being of the population, while HCI focuses on future potential, especially in the field of child development and labor productivity. Their use will contribute to the transition from narrowly economic metrics to a more balanced assessment of the effectiveness of state policy, taking into account the human dimension of development.en-US
dc.descriptionМета: обґрунтувати стратегічний характер впливу системи охорони здоров’я на розвиток людського потенціалу з урахуванням післявоєнного відновлення і підготовки України до вступу до Європейського Союзу та визначити інтегральні індикатори для оцінки такого розвитку. Матеріали і методи. Методологічну основу дослідження становить системний підхід, що передбачає комплексне вивчення об’єкта у його взаємозв’язках та динаміці. У процесі аналізу застосовано методи структурного та логічного аналізу, бібліосемантичного підходу, абстрагування й узагальнення. Результати. Аналіз показав, що чинні стратегічні нормативно-правові акти України містять вектор руху до розвитку людського потенціалу в умовах численних глобальних та локальних викликів. Чинні стратегії національної безпеки, людського розвитку, демографічного розвитку та розвитку системи охорони здоров’я покликані дати відповідь на наявні виклики у сфері розвитку людського капіталу з урахуванням інтегральних та спеціальних показників і містять конкретні напрями, цілі та заходи для їх подолання. Висновки. Аналіз стратегічних та програмних документів державного рівня підтвердив стратегічний характер впливу системи охорони здоров’я на розвиток людського потенціалу. Відповідно до їх положень, чинні стратегічні документи потребують оновлення з урахуванням нових викликів, нових ініціатив та глобального лідерства. З огляду на глобальні тенденції оцінки людського капіталу, актуальним є включення відповідних інтегральних індикаторів, зокрема індексу людського розвитку (HDI) та індексу людського капіталу (HCI), до системи оцінки ефективності реалізації стратегічних та програмних документів в Україні. Обидва показники охоплюють ключові сфери: освіту, охорону здоров’я, соціальне забезпечення, що становлять основу національного розвитку та сталого зростання. Включення HDI дає змогу оцінювати загальний рівень добробуту населення, тоді як HCI фокусує увагу на майбутньому потенціалі, особливо у сфері дитячого розвитку та продуктивності робочої сили. Їх використання сприятиме переходу від вузькоекономічних метрик до більш збалансованої оцінки ефективності державної політики з урахуванням людського виміру розвитку.uk-UA
